ေက်ာက္ျဖဴမွသည္ အိမ္ျဖဴေတာ္ဆီသုိ႔ ေမာင္ခုိင္ေအာင္ (စစ္ေတြ) (၁) ရခုိင္အမ်ဳိးသားညီလာခံကုိ ေက်ာက္ျဖဴၿမဳိ႕တြင္ ဧၿပီ ၂၇ မွ ေမ ၁ ရက္ေန႔ထိ က်င္းပခဲ့သည္။ ညီလာခံ ျဖစ္ေျမာက္ေရးအတြက္ ၂ ႏွစ္ ၾကာ ႀကဳိးပမ္းခဲ့ရၿပီး ရခုိင္ႏုိင္ငံေရး အင္အားစု ေပါင္းစုံႏွင့္ ရခုိင္ျပည္သူတုိ႔၏ အမ်ဳိးသား ေတြ႔ဆုံပြဲႀကီး ျဖစ္လာခဲ့သည္။ ျမန္မာျပည္အႏွံ႔မွ ရခုိင္ လက္နက္ကုိင္ အင္အားစုမ်ား ႏုိင္ငံတကာေရာက္ ရခုိင္သမုိင္းပညာရွင္မ်ား လာေရာက္ႏုိင္ခဲ့သည္။ ကုန္လြန္ခဲ့သည့္ ႏွစ္မ်ားအတြင္း ဘာသာေရးဆန္သည့္ ပဋိပကၡမ်ား ျဖစ္ပြားခဲ့မႈ၊ ညီလာခံ မက်င္းပမီ တစ္လအလုိတြင္ စစ္ေတြၿမဳိ႕၌ NGO ; INGOs မ်ားအေပၚ ဆန္႔က်င္ တုိက္ခုိက္ခဲ့မႈတုိ႔ေၾကာင့္ ညီလာခံအေပၚ စုိးရိမ္ေၾကာင့္ၾကမႈမ်ားသည္ ျပည္တြင္း တာ၀န္ရွိသူမ်ားႏွင့္ ႏုိင္ငံတကာ သံတမန္ အသုိင္းအ၀န္းမ်ားထဲတြင္ ျဖစ္ေပၚေနခဲ့သည့္ ေဆြးေႏြးပြဲ အစီအစဥ္ႏွင့္ အေၾကာင္းအရာမ်ားသည္ စိတ္၀င္စားစရာ ျဖစ္ေနသည္။ ရခုိင္တုိ႔သည္ နာက်င္ဒဏ္ရာ ရေနေသာ သားေကာင္မ်ားျဖစ္ေနသည္။ ေၾကာင့္ၾက စုိးရိမ္မႈ လြန္ကဲကာ စိတ္လႈပ္ရွားလြယ္ေသာ အဆင့္သုိ႔ ေရာက္ေနသည္။ သယံဇာတ ႁကြယ္၀ပါလွ်က္ ဆင္းရဲႏြမ္းပါးၿပီး မဖြံ႔မၿဖဳိးရသည့္အထဲတြင္ ႏုိင္ငံတကာမ်က္ႏွာစာ၌ အ႐ုပ္ဆုိးအက်ည္းတန္ကာ အပစ္ပယ္ခံ ဘက္လုိက္မႈဒဏ္ကုိ ခံေနရသည္ဟု ႐ုိးသားစြာ ခံစားေနၾကရသည္။ ထုိ႔ေၾကာင့္ ညီလာခံတြင္ အစြန္းေရာက္ အယူအဆမ်ားျဖင့္ ေပါက္ကြဲကာ ဖ႐ုိဖရဲ ႐ုပ္ဆင္းပ်က္သြားမည္ကုိ ညီလာခံ တာ၀န္ရွိသူမ်ား စုိးရိမ္ခဲ့သည္။ အစုိးရသစ္ႏွင့္ ဗမာမ်ားအေပၚ မုန္းတီးဆန္႔က်င္စိတ္၊ ဘဂၤါလီမ်ားအေပၚ ေဒါသစိတ္မွ မူဆလင္ မုန္းတီးဆန္႔က်င္ေရးစိတ္၊ မူဆလင္ဘဂၤါလီမ်ား ရခုိင္ေျမတြင္ လုံး၀ မရွိေစလုိ၊ မျမင္ေစလုိေသာ စိတ္တုိ႔သည္ ရယ္ဒီကယ္ဆန္လြန္ၿပီး အႏၲရာယ္ႀကီးေသာ အစြန္းေရာက္ အယူအဆမ်ားဆီသုိ႔ ဦးတည္သြားႏုိင္သည္။ ညီလာခံတြင္ ရခုိင္လူထု ညီၫြတ္ခဲ့သည္။ စည္းကမ္းရွိခဲ့သည္။ “ လုံၿခဳံၿငိမ္းခ်မ္းဖြံ႔ၿဖဳိးရန္ ရခုိင္အမ်ဳိးသားညီလာခံ ” ဆုိေသာ ေဆာင္ပုဒ္အတုိင္း လက္ေတြ႔က်က် ေရွ႕သုိ႔ ခရီးဆက္ႏုိင္ခဲ့သည္။ ရခုိင္ညီလာခံ စတင္ေသာေန႔တြင္ သမၼတ အုိဘားမားသည္ မူဆလင္ ၆၁ ရာခုိင္ႏႈန္းရွိေသာ မေလးရွားႏုိင္ငံသုိ႔ ေရာက္ေနသည္။ ကြာလာလမ္ပူ၌ အာဆီယန္လူငယ္မ်ားႏွင့္ ေတြ႔ဆုံပြဲတြင္ သူသည္ သတင္းစကားတစ္ခုကုိ ကမၻာသုိ႔ ထုတ္ျပန္ခဲ့သည္။ “ မူဆလင္ေတြကုိ ဖိႏွိပ္ေနရင္ ျမန္မာဒီမုိကေရစီ မေအာင္ျမင္ႏုိင္ဘူး ” ဟူ၍ ျဖစ္၏။ အေမရိကသည္ စူပါ ပါ၀ါ နံပါတ္တစ္၊ ဒီမုိကေရစီကုိ ကာကြယ္ ေစာင့္ေရွာက္ေနေသာ ခ်န္ပီယံ၊ ထုိ႔ေၾကာင့္ သမၼတသည္ ဒီမုိကေရစီ၏ စၾကာ၀ေတးမင္း ပင္ျဖစ္သည္။ သူ႔ စကားသည္ မုိးႀကဳိးသြား၊ စစ္သံစစ္မိန္႔ ပမာျဖစ္သည္။ ျမန္မာႏုိင္ငံသုိ႔ ပထမဆုံးအႀကိမ္ ေရာက္လာၿပီး ရန္ကုန္တကၠသုိလ္ ဘြဲ႔ႏွင္းသဘင္ခန္းမ မိန္႔ခြန္းတြင္ ႐ုိဟင္ဂ်င္ ျပႆနာကုိ ပြဲထုတ္လာခဲ့သည္။ ျမန္မာ့ဒီမုိကေရစီေရးတြင္ ႀကီးမားခက္ခဲေသာ စိန္ေခၚမႈမ်ားႏွင့္ အခက္အခဲမ်ားစြာ ရွိေနသည့္အထဲ မူဆလင္ ျပႆနာကုိ ခဏခဏ ေရွ႕တန္းတင္ေနသည္မွာ အဘယ္ေၾကာင့္နည္း။ အစုိးရသစ္ လက္ထက္တြင္ မူဆလင္ ျပႆနာသည္ သီတာေထြးမွ စခဲ့သည္။ သုိ႔ေသာ္ သမုိင္းေရခံ ေျမခံတြင္ ၿဗိတိသွ်တုိ႔၏ ကုိလုိနီ ဆုိးေမြ၊ လြတ္လပ္ေရးရၿပီးေနာက္ အုပ္ခ်ဴပ္သူ အဆက္ဆက္တုိ႔၏ သမုိင္းအျမင္ အားနည္းမႈ၊ ႏုိင္ငံေရး အျမတ္ထုတ္ ကလိမ္က်မႈ၊ အက်င့္ပ်က္ျခစားမႈ၊ ေျပာင္းလဲလာေသာ ပထ၀ီႏုိင္ငံေရး အားလုံး ပတ္သက္ ဆက္စပ္ေနသည္။ ျမန္မာ့ေႏြဦးတြင္ အျမစ္တြယ္ေနဆဲ စစ္အာဏာရွင္စနစ္၏ ေရေသာက္ျမစ္ ျပႆနာမ်ားကုိ မည္သုိ႔ ေျဖရွင္းမည္နည္း။ ဆုံး႐ႈံးေနေသာ တုိင္းရင္းသား အခြင့္အေရး ျပႆနာမ်ားကုိ မည္သုိ႔ ေျဖရွင္းမည္နည္း။ ျပည္တြင္းစစ္ နိဂုံးခ်ဴပ္ေရးႏွင့္ ၿငိမ္းခ်မ္းေရးကုိ မည္သုိ႔ တည္ေဆာက္ရမည္နည္း။ အက်င့္ပ်က္၍ ရက္စက္လြန္းေသာ ဗ်ဳိ႐ုိကေရစီ ယႏၲရားမွ အာဏာပုိင္မ်ားကုိ မည္သုိ႔ ဖယ္ရွားရမည္နည္း။ ျပည္သူမ်ား ဆင္းရဲမြဲေတမႈ၊ က်န္းမာေရး - ပညာေရး ျပႆနာ စေသာစေသာ ျပႆနာမ်ားထက္ ႐ုိဟင္ဂ်ာမူဆလင္ျပႆနာက ေရွ႕တန္းေရာက္ေနသည္။ စစ္အာဏာရွင္ စနစ္ေအာက္တြင္ မူဆလင္ကုိ မဆုိထားႏွင့္ ရဟန္းသံဃာမက်န္ ေဆြရင္းမ်ဳိးရင္း ဗမာမ်ားသည္လည္း အမႈန္႔ႀကိတ္ နင္းေခ်ခံခဲ့ရသည္။ ကရင္၊ ရွမ္း၊ မြန္၊ ရခုိင္တုိ႔သည္ ကၽြန္တစ္ပုိင္း ျဖစ္ခဲ့ရသည္။ သုိ႔ေသာ္ မူဆလင္႐ုိဟင္ဂ်ာမ်ားသည္သာ အဖိႏွိပ္ခံရဆုံး၊ ကံအဆုိးဆုံးသူမ်ားဟု အိမ္ျဖဴေတာ္ႏွင့္ ဥေရာပ အသုိင္းအ၀န္းမွ ပုံေဖာ္လာခဲ့သည္။ ရခုိင္တုိ႔သည္ လူဆုိးလူမုိက္ အ႐ုိင္းအစုိင္း ဗုဒၶဘာသာမ်ားအျဖစ္ ပုံရိပ္ေပၚလာခဲ့သည္။ ရခုိင္တုိ႔သည္ ဘယ္လုိသမုိင္းႏွင့္ ဘယ္လုိ လူသားေတြလဲ။ အုိဘားမား မသိ။ အိမ္ျဖဴေတာ္မသိ။ သူတုိ႔ သိသည္မွာ မူဆလင္ ႐ုိဟင္ဂ်ာ။ (၂) သမၼတ အုိဘားမား၏ အာရွခရီးစဥ္အတြင္း လန္ဒန္စီးပြားေရးႏွင့္ ႏုိင္ငံေရးသိပၸံေက်ာင္းမွာ ကြန္ဖရင့္ငယ္တစ္ခု ျပဳလုပ္ခဲ့သည္။ “ ျမန္မာ့႐ုိဟင္ဂ်ာ မ်ားအေပၚ ႏုိင္ငံေတာ္က ႀကီးမွဴးေသာ ေခ်မႈန္းသုတ္သင္ေရး ဆယ္စုႏွစ္မ်ား ” ေခါင္းစဥ္ႏွင့္ ျဖစ္သည္။ ေက်ာက္ျဖဴ ညီလာခံ၏ ဒုတိယေန႔ ဧၿပီ ၂၈ တြင္ သူတုိ႔၏ သတင္းထုတ္ျပန္ခ်က္ ထြက္လာခဲ့သည္။ ကြန္ဖရင့္ သဘာပတိက ျမန္မာလူမ်ဳိး ေဒါက္တာ ဇာနည္၊ ဦးေဆာင္ ေဆြးေႏြးသူက ကုလသမဂၢ၏ လူ႔အခြင့္အေရး ကုိယ္စားလွယ္ေတာ္ႀကီး မစၥတာ ကြန္တားနား ျဖစ္သည္။ ႐ုိဟင္ဂ်ာမ်ားအေပၚ ၫွင္းပန္းသတ္ျဖတ္မႈမ်ားသည္ ႏုိင္ငံတကာ ဥပေဒအရ မ်ဳိးတုန္းသတ္ျဖတ္မႈ ေျမာက္ မေျမာက္ကိစၥအား ေဆြးေႏြးခဲ့ၾကသည္။ မ်ဳိးတုန္းသတ္ျဖတ္မႈဆုိင္ရာ ပညာရွင္မ်ား တက္ေရာက္ခဲ့ၾကသည္။“ မ်ဳိးတုန္း သတ္ျဖတ္မႈ လကၡဏာကုိ ေတြ႔ရတယ္။ ဒါဟာ လူသားထု တရပ္လုံးကုိ ဆန္႔က်င္တဲ့ ရာဇ၀တ္ျပစ္မႈဘဲ ” ဟု ကြန္တားနား ေျပာခဲ့သည္။ “ ကၽြန္ေတာ့္ရဲ့ သုံးႏွစ္တာ သုေတသန လုပ္ရပ္ေတြအရ ဒါဟာ ျဖည္းျဖည္းခ်င္း ေတာက္ေလာင္ေနတဲ့ မ်ဳိးတုန္း သတ္ျဖတ္မႈျဖစ္တယ္ ” ဟု ေဒါက္တာ ဇာနည္က ေျပာဆုိခဲ့သည္။ ႐ုိဟင္ဂ်ာမ်ားသည္ လက္ထပ္ထိမ္းျမားမႈ သားသမီး ေမြးဖြားမႈ ကိစၥမ်ားတြင္ ဆုိး၀ါးစြာ ကန္႔သတ္ခ်ဴပ္ခ်ယ္ ခံေနရသည္။ တုိင္းရင္းသား ျဖစ္မႈ၊ ႏုိင္ငံသားျဖစ္မႈမ်ား ျငင္းပယ္ခံေနရၿပီး တရားဥပေဒေရွ႕ေမွာက္တြင္ သူတုိ႔သည္ လူသားမ်ားကဲ့သုိ႔ အသိအမွတ္ျပဳ မခံရဟု သေဘာထား ထုတ္ျပန္ခဲ့သည္။ လူမ်ဳိးေပါင္း ၁၃၀ ေက်ာ္ရွိသည့္ အထဲတြင္ သူတုိ႔ တစ္ခုတည္းအေပၚမွာ သာလွ်င္ အဓမၼ လူဦးေရ ထိန္းခ်ဴပ္မႈ ေပၚလစီကုိ က်င့္သုံးေနသည္။ သူတုိ႔ အမ်ားစုမွွာ လူ႔အေျခခံ လုိအပ္ခ်က္ျဖစ္ေသာ စားစရာႏွင့္ ေဆး၀ါးမ်ား မရရွိၾက။ ျမန္မာအစုိးရႏွင့္ ျပည္သူ (Myanmar Govt and People) ေတြဟာ သူတုိ႔ ပ်က္သုဥ္းေအာင္ လုပ္ေနၾကသည္ဟုလည္း ပါ၀င္သည္။ ၿဗိတိသွ် ႐ုိဟင္ဂ်ာအဖြဲ႔ (BROUK) ေခါင္းေဆာင္ ဦးထြန္းခင္က အစုိးရ လက္နက္ကုိင္ တပ္ဖြဲ႔မ်ားႏွင့္ ေဒသခံ အစြန္းေရာက္မ်ားေၾကာင့္ ႐ုိဟင္ဂ်ာမ်ားအတြက္ ေနာက္ထပ္ ရ၀မ္ဒါ မျဖစ္ေစဖုိ႔ ကမၻာႀကီးကုိ ေမတၱာရပ္ခံခဲ့သည္။ ျမန္မာျပည္သူမ်ားကုိပါ ရာဇ၀တ္သားအျဖစ္ ဆြဲထည့္လုိက္ျခင္းအတြက္ မုိက္မဲမႈတြင္ ကမ္းကုန္ေအာင္ ထူးခၽြန္သူဟု ေဒါက္တာ ဇာနည္အား မွတ္ခ်က္ျပဳပါသည္။ ျပည္တြင္း၌ ဖြဲ႔စည္းပုံ ေျပာင္းလဲေရး လႈပ္ရွားမႈမ်ား၊ လိပ္ခဲတည္းလည္း ၿငိမ္းခ်မ္းေရး ေဆြးေႏြးပြဲမ်ား၊ မေအာင္ျမင္ေသာ ျပဳျပင္ ေျပာင္းလဲေရးမ်ား၊ လယ္ယာသိမ္းထြန္တုံး တုိက္ပြဲမ်ား၊ အလုပ္သမား သပိတ္မ်ားႏွင့္ ဒီမုိကေရစီ ေျခလွမ္းစ႐ုံရွိေသးေသာ ႏုိင္ငံငယ္ေလးကုိ ႐ုိဟင္ဂ်ာဆုိေသာ တင္းပုတ္ဆုိးႀကီးႏွင့္ ႐ုိက္သတ္ဖုိ႔ ႀကဳိးစားေနသည္။ အေမရိကနဲ႔ ၿဗိတိန္က အဘယ့္ေၾကာင့္ ပါ၀င္ေနရသနည္း။ စင္စစ္ ႐ုိဟင္ဂ်ာ ဆုိသည္မွာ ပထမ အဂၤလိပ္ - ျမန္မာစစ္ပြဲႏွင့္ ရခုိင္ကုိ သိမ္းၿပီးေနာက္ ၿဗိတိသွ်တုိ႔ ေပးခဲ့ေသာ အေမြဆုိး၊ သူတုိ႔ ေမႊးခဲ့ေသာ မီးပင္ျဖစ္သည္။ ဤ ဘဂၤလီမ်ားသည္ ျမန္မာျပည္ ရခုိင္ေျမထဲတြင္ ရာစုခ်ီေနလာေသာ လူသားမ်ားျဖစ္သည္။ ဆင္းရဲလြန္း၊ ပညာေရး နိမ့္လြန္းသည့္ တုိင္းရင္းသား ျပည္သူမ်ားအားလုံးကဲ့သုိ႔ လူ႔အခြင့္အေရး ခ်ဳိးေဖာက္မႈမ်ား ခံခဲ့ရသည္။ သူတုိ႔၏ ခံစားခြင့္မ်ားႏွင့္ ဂုဏ္သိကၡာအတြက္ ဒီမုိကေရစီ ျမတ္ႏုိးသူတုိင္းတြင္ တာ၀န္ရွိသည္။ အမ်ားစုမွာ ျမန္မာစကား မတတ္။ ပညာေရးမရွိ။ သတင္းစာမသိ။ ဦးသိန္းစိန္၊ ဦးေရႊမန္း၊ ေဒၚစုကုိ မသိ။ အိျႏၵာေက်ာ္ဇင္၊ ေျပတီဦး မသိ။ ေနတုိး မသိ။ ရခုိင္စာေပ ယဥ္ေက်းမႈႏွင့္ စိမ္းလြန္းသည္။ ယခုႏွ ခ်စ္ေၾကာင္းျပေနသည့္ OIC သည္ ဟုိး လြန္ခဲ့ေသာ ဆယ္စုႏွစ္မ်ားစြာ ကတည္းက ေခတ္မီ ပညာေရး၊ က်န္းမာေရးတုိ႔အတြက္ အမ်ားႀကီး ကူညီခဲ့သင့္သည္။ သူတုိ႔ မ်ဳိးဆက္မ်ားသည္ မဒရာဇီေက်ာင္းႏွင့္ ကြန္ဆားေဗးတစ္ ရယ္ဒီကယ္ ဗလီဆရာမ်ားေအာက္တြင္ ႀကီးျပင္းလာခဲ့ရသည္။ ေဂ်ာင္ပိတ္ခံ လူသား၊ ေဂ်ာင္ပိတ္ခံ လူ႔အဖြဲ႔အစည္း ျဖစ္ခဲ့ရသည္။ ထုိ လူသားမ်ားကုိ ခုတုံးလုပ္ၿပီး သတင္းမီဒီယာ တုိက္ကြက္မ်ား၊ ကြန္ဖရင့္မ်ားလုပ္၊ ေလာ္ဘီမ်ားလုပ္၊ ကြန္ကရက္အတြင္း ၾကားနာသူမ်ားလုပ္၊ အစုိးရ၏ ေပ်ာ့ညံ့ခ်က္မ်ား၊ အမွားမ်ားကုိ ပုံႀကီးခ်ဲ႕ခဲ့သည္။ ႏုိင္ငံေရး ထုိးစစ္လုပ္သည္။ အေနာက္ဘက္ တံခါးတြင္ စစ္ေရးအရ လႈပ္ရွားလာသည္။ မည္သည့္ ရည္မွန္းခ်က္ႏွင့္ ဤဗ်ဴဟာမ်ားကုိ ခင္းလာသနည္း။ ရခုိင္တုိ႔သည္ ဘဂၤါလီတုိ႔အား ရန္စ က်ဴးေက်ာ္ သတ္ျဖတ္ခဲ့ပါသလား။ ဗုဒၶဘာသာ ရခုိင္ေတြဟာ စိတ္ေကာင္းလြန္းလုိ႔၊ ႐ုိးလြန္းအလြန္းလုိ႔ အာရပ္ ပုံျပင္ထဲက သဲကႏၲရ ကုလားအုပ္ ဗ်ဴဟာကုိ ခံလုိက္ရသည္။ မလုံၿခဳံမႈမ်ား စုိးရိမ္ေၾကာင့္ၾကမႈမ်ား ႀကီးထြားလာၾကသည္။ လယ္ဆုံး ရြာဆုံး၊ လူဦးေရ တစစ ၀ါးမ်ဳိခံေနရေသာ အျဖစ္မွသည္ နယ္ဆုံး လူျပဳန္း ေစေသာ ဘ၀သုိ႔ မေရာက္ေစရပါဟု မည္သူ အာမခံမည္နည္း။ အိမ္ျဖဴတာ္လား၊ ကုလသမဂၢလား။ သမုိင္းကုိ ေလ့လာရေကာင္းမွန္းမသိ သမုိင္း သင္ခန္းစာကုိ မသိနားမလည္တဲ့ လူမ်ဳိးဟာ ၾကမၼငင္ေနတဲ့ လူမ်ဳိးပဲလုိ႔ ေဂ်ာ့စန္တာယာနာ ေျပာဖူးသည္။ ရခုိင္တုိ႔သည္ ၾကမၼာငင္ေနေသာ လူမ်ဳိးလား။ ရခုိင္တုိ႔သည္ ကုိယ့္ဘ၀ ကုိယ့္အေျခအေနကုိ သိနားလည္သည္။ သူတုိ႔ႏွင့္ အၿပဳိင္ တည္ရွိလာခဲ့ေသာ မူဆလင္မ်ားကုိ တစုံတရာ နားလည္သည္။ ႏွစ္မ်ား ရာခ်ီေနလာခဲ့ၾကၿပီ ျဖစ္သည္။ ျပႆနာက ေရေရရာရာ မသိဘဲႏွင့္ အေ၀းမွ ဖိအားေပးေနေသာ ႏုိင္ငံႀကီးမ်ား၊ အဖြဲ႔အစည္းႀကီးမ်ား ျဖစ္သည္။ အေမရိက္ သံတမန္မ်ားကုိ အာေပါက္မတတ္ ေျပာဖူး၊ ရွင္းျပဖူးၾကၿပီ။ သူတုိ႔မွ သုေတသီမ်ား ရွိၾကသည္။ သုိ႔ေသာ္ ကၽြန္ေတာ္ စုိးရိမ္ေသာကမ်ားကုိ ထည့္သြင္း မစဥ္းစား။ ကၽြန္ေတာ္တုိ႔ကုိ နားလည္မေပး။ စာနာမထား ဆုိတာ ထားရွားလာခဲ့သည္။ (၃) ေမလ ၁၅ ရက္ေန႔တြင္ ျမန္မာႏုိင္ငံအေပၚ စီးပြားေရး ပိတ္ဆုိ႔မႈ လက္က်န္မ်ားကုိ သက္တမ္း တစ္ႏွစ္တုိးရန္ သမၼတ အုိဘားမားက ၿခိမ္းေျခာက္ေနသည္ ” ဟု ၫႊန္းသည္။ ေနာက္တစ္ခ်က္က တပ္မေတာ္သည္ စီးပြားေရး၊ ႏုိင္ငံေရးမွာ ဆက္လက္ ပါ၀င္ေနမႈ ျဖစ္သည္။ ျမန္မာ့ႏုိင္ငံေရးတြင္ ႀကီးမားေသာ အခန္းက႑မွ ပါ၀င္ေနေသာ တပ္မေတာ္ကုိ လက္ေတြ႔က်က် ျဖည္းျဖည္းခ်င္း ဆုတ္ခြာရန္ ျပည္သူမ်ား၊ ႏုိင္ငံေရး အင္အားစုမ်ား ေမွ်ာ္လင့္ေနၾကသည္။ ဖြဲ႔စည္းပုံ ေျပာင္းရမည္။ တပ္မေတာ္ဘက္မွ သေဘာထားႀကီးရမည္။ အခ်ိန္ယူရမည္။ ေပးရမည္။ ဤကိစၥကုိ ထားပါေတာ့။ ရခုိင္ကိစၥက အေမရိက၏ အမ်ဳိးသား လုံၿခဳံေရးကုိ မည္သုိ႔မည္ပုံ ၿခိမ္းေျခာက္ေနပါသနည္း။ အုိဘားမား၏ သေဘာထားကုိဖတ္ရေသာ အေမရိကႏွင့္ ဥေရာပ၊ ကမၻာတ၀ွမ္းမွ လူေပါင္းမ်ားစြာတုိ႔သည္ ရခုိင္ကုိ မည္သုိ႔ နားလည္သြားၾကမည္နည္း။ လုံၿခဳံေရးကုိ ထိခိုက္တယ္ဆုိလွ်င္ ေျမာက္ကုိးရီးယားကဲ့သုိ႔လား။ အယ္လ္ကုိင္ဒါး တာလီဘန္မ်ားကဲ့သုိ႔ ေသြးဆာေနေသာ စစ္ေဘးၾကမၼာ ဗုဒၶသားေတြလား ဟု စဥ္းစားသြားႏုိင္သည္။ တစ္ခါမွ မၾကားဖူး၊ ထူးဆန္းေသာ “ရခုိင္” ဆုိသည့္ ေနရာတစ္ခုက မဟာအင္အားႀကီး အေမရိကရဲ႕ လုံၿခဳံေရးကုိ ၿခိမ္းေျခာက္ေနသည္ဟု ဆုိေသာ သမၼတ၏ စကားသည္ က်ဳိးေၾကာင္းဆက္စပ္မႈ ကင္းမဲ့ၿပီး ဆင္ျခင္တုံတရား ေခါင္းပါးလြန္းပါသည္။ ေမာဟ မပါဘဲ လက္ရွိအစုိးရမွာ ေကာင္းသည့္ အရာမ်ားရွိသလုိ ေထာက္ျပစရာ ညံ့ကြက္ဆုိးကြက္မ်ား တစ္ပုံတစ္ပင္ ရွိသည္။ စီးပြားေရး ပိတ္ဆုိ႔ရန္ အေၾကာင္းျပခ်က္ သည္မွ်ပင္ ရွားပါးရပါသလား။ လူ႔အခြင့္အေရးကုိ ေထာင္ျပၿပီး စီးပြားေရး အက်ဳိးတူ မူဆလင္ကမၻာကုိ မ်က္ႏွာခ်ဳိေသြးလုိက္ျခင္းသာ ျဖစ္မည္။ ေသနပ္မဆုိထားႏွင့္ လက္နက္ဆုိ၍ သားငါးလွီးရန္ ဓါးကုိေတာင္ ေကာင္းေကာင္း ေသြးမထားေသာ ရခုိင္တုိ႔၊ လွ်ပ္စစ္မီးမရွိ၊ မျမင္ဘူးေသာ ေက်းလက္ ရခုိင္ရြာမွ လယ္သမားမ်ား အင္တာနက္ မသိ၊ ကြန္ပ်ဴတာ မျမင္ဘူးေသာ ရခုိင္ျပည္သူအမ်ားစုသည္ အႏုျမဴစြမ္းအားရွင္ အေမရိကအား မည္သုိ႔ ၿခိမ္းေျခာက္မည္နည္း။ သူ ေျပာခ်င္သည္မွာ ထုိ ရခုိင္မ်ားသည္ ျမန္မာစစ္တပ္ႏွင့္ ပူးေပါင္းကာ မူဆလင္႐ုိဟင္ဂ်ာမ်ားကုိ မ်ဳိးတုန္း သတ္ျဖတ္လိမ့္မည္။ ဧၿပီ ၂၈ ရက္ေန႔က လန္ဒန္၌ ကြန္တားနား ေျပာခဲ့သည္ႏွင့္ အတူတူပင္ျဖစ္သည္။ (၄) အေမရိက၏ ႏုိင္ငံျခားေရး ေပၚလစီတြင္ လူ႔အခြင့္အေရးႏွင့္ ဒီမုိကေရစီကုိ စံႏႈန္းထားသည္။ သုိ႔ေသာ္ ႏုိင္ငံတစ္ခုခ်င္း ျပႆနာ တစ္ခုခ်င္းကုိ ကုိင္တြယ္ရာ၌ ေရွ႕ေနာက္ မညီမႈ၊ ယုတိၱေဗဒ ကင္းမဲ့မႈမ်ားကုိ ေနရာတုိင္းတြင္ ႏႈိင္းယွဥ္ ေတြ႔ရွိႏုိင္သည္။ ျမန္မာႏုိင္ငံကုိ စီးပြားေရး ဒဏ္ခတ္ပိတ္ဆုိ႔မႈမ်ား ျပဳလုပ္ခဲ့သည္။ ဟုိတယ္ႏွင့္ ခရီးသြားလုပ္ငန္းမ်ားကုိပင္ ပိတ္ပင္ဟန္႔တားရန္ ႀကဳိးစားခဲ့ၾကသည္။ ထုိစဥ္က စစ္အစုိးရ၏ လူ႔အခြင့္အေရး ခ်ဳိးေဖာက္မႈမ်ား သရဖူ ေဆာင္းခဲ့သည္။ ဆုိျခင္းမွာ ျငင္းမရေသာ အမွန္တရား။ သုိ႔ေသာ္ ဤသုိ႔ ႏုိင္ငံတုိင္းကုိ လုပ္ခဲ့သလား။ ကေမၻာဒီးယား၊ ဗီယက္နမ္နဲ႔ တ႐ုပ္ကုိ မည္သုိ႔ ဆက္ဆံခဲ့သလဲ။ အေရွ႕အလယ္ပုိင္းမွာ ဆုိး၀ါးလြန္းတဲ့ ႏုိင္ငံမ်ား အဘယ္ေၾကာင့္ ကင္းလြတ္ခြင့္ရေနၾကသလဲ။ လူ႔အခြင့္အေရး စံကုိသာ ကုိင္ထားတယ္ ဆုိလွ်င္ တ႐ုပ္ - အေမရိကန္ ဆက္ဆံေရး ၿပဳိဆင္းသြားလိမ့္မည္။ လူ႔အခြင့္အေရးက တစ္ဘက္၊ ေစ်းကြက္ႏွင့္ အမ်ဳိးသား စီးပြားေရးက တစ္ဘက္၊ ႏွစ္ခု မွ်ၿပီး ကစားေနရသည္။ ႏုိင္ငံေရးဆုိသည္မွာ အက်ဳိးစီးပြားအတြက္ ကစား၀ုိင္း ျဖစ္ေနသည္။ ထုိ႔ေၾကာင့္ စံႏႈန္းမ်ား ဆုိသည္မွာ တစ္ခါတစ္ခါ ဟန္ေဆာင္ပန္ေဆာင္ သံတမန္ အၿပဳံးေလာက္သာ ရွိသည္။ လူ႔အခြင့္အေရး သုည ႏုိင္ငံမ်ား၊ အေရွ႕အလယ္ပုိင္းမွာ ရွိသည္။ ခ်ာရီယာ ဥပေဒပင္ ႀကီးစုိးေနၾကသည္။ သုိ႔ေသာ္ အေမရိက၏ ေသနဂၤဗ်ဴဟာ မိတ္ေဆြမ်ား၊ စီးပြားေရး ေရာင္းရင္းႀကီးမ်ား လက္နက္ကုန္သည္ႀကီး၏ ေဖါက္သည္ႀကီးမ်ား၊ သည္ေတာ့ အိမ္ျဖဴေတာ္ ႏွာေစးေနသည္။ စုံလုံးကန္းေနသည္။ ဆီးရီးယားမွာ အီရတ္မွာ အာဖဂန္မွာ ေလာင္မီးထေနသည္။ အိမ္ျဖဴေတာ္က အာရွကုိ လွည့္ၿပီး မဟာမိတ္မ်ားႏွင့္ ေတြ႔သည္။ ပစီဖိတ္မွာ ပဋိပကၡ ႀကီးလာသည္။ တ႐ုပ္ - ဗီယက္နမ္တုိ႔ ရန္ထျဖစ္ၾကသည္။ ၿဗိတိသွ်တုိ႔ ေရႊေခတ္သည္ အတၱလန္တိတ္ အေမရိကအတြက္ ပစီဖိတ္။ စစ္ေအးကာလအလြန္ ေရႊေခတ္ထဲမွာပင္ အာဖဂန္ စစ္ပြဲမွ အယ္လ္ကုိင္ဒါႏွင့္ တာလီဘန္တုိ႔ ေမြးဖြားလာခဲ့သည္။ အစြန္းေရာက္ မူဆလင္ေတြ ေခါင္းေထာင္လာသည္။ ေခါင္းကုိင္ ဖခင္ႀကီး ဘယ္သူလဲ။ ကုိယ္ေမြးတဲ့ ေမ်ာက္ ကုိယ့္ကုိ ျပန္ေျခာက္ေနၿပီ။ ဆုိရွယ္လစ္ႏွင့္ ကြန္ျမဴနစ္မ်ားထက္ အဆေပါင္းမ်ားစြာ ဆုိး၀ါးတယ္ဆုိျခင္းကုိ တ႐ုပ္ႏွင့္ အာဖဂန္တုိ႔ကုိ ယွဥ္ၾကည့္ပါေလ။ ယခု ႏုိင္ဂ်ီးရီးယားမွာ ဘုိကုိဟာရမ္အဖြဲ႔ ေပၚေပါက္လာၿပီး ေက်ာင္းသူကေလးမ်ားကုိ ျပန္ေပးဆြဲျခင္းမဟုတ္။ လူ႔အဖြဲ႔အစည္းကုိ ျပန္ေပးဆြဲျခင္း၊ ကမၻာႀကီးကုိ ျပန္ေပးဆြဲျခင္းျဖစ္သည္။ ထုိကိစၥမ်ားႏွင့္ ႏႈိင္းယွဥ္လွ်င္ ရခုိင္ကိစၥက အလြန္ေသးမႊားလြန္းသည္။ ရခုိင္မွာ ထမင္း ငတ္ေသေနေသာ ဘဂၤါလီ မူဆလင္မရွိ။ ရခုိင္သတ္၍ ေသေနေသာ မူဆလင္ တစ္လတြင္ တစ္ေယာက္မရွိ။ ဒါကုိေတာင္မွ လူမ်ဳိးတုန္း သတ္ျဖတ္မႈဟု သံတမန္ အသုိင္းအ၀န္းထဲ မီဒီယာထဲ တဂ်ီဂ်ီေအာ္ေနသည္မွာ မည္သည့္ ရည္ရြယ္ခ်က္နည္း။ ယဥ္ေက်းတဲ့ မူဆလင္ ကမၻာကုိ ေခၽြးသိပ္ဖုိ႔၊ မည္သုိ႔မွ် ကင္းကင္းေန၍ မရေသာ OIC ကုိ မ်က္ႏွာခ်ဳိေသြးဖုိ႔အြက္ အိမ္ျဖဴေတာ္ဟာ ရခုိင္ကုိ က်ားစာ ခ်ေကၽြးေနတာလား။ သမၼတ အုိဘားမား၏ စီးပြားေရး ပိတ္ဆုိ႔မႈ အေၾကာင္းျပခ်က္ကုိ အေမရိကန္ျပန္ ျမန္မာ မိတ္ေဆြတစ္ဦးႏွင့္ ေဆြးေႏြးၾကည့္ရာ သူက အရမ္း စေကာ္လာဆန္ေနသည္။ အေမရိကန္သည္ လူ႔အခြင့္အေရးကုိ ဦးထိပ္ထားသည့္အတြက္ ဘာေၾကာင့္ ဤသုိ႔ ဆုံးျဖတ္ရသလဲဆုိသည္ကုိ သူတုိ႔ဘက္မွ ၀င္၍ စဥ္းစားၾကည့္ရန္ အၾကံေပးသည္။ အဲဒီ အေမရိကန္ေတြက ရခုိင္ေတြဘက္က ၀င္စဥ္းစားဖုိ႔ေကာ အေရးမႀကီးဘူးလားဟု မိတ္ေဆြႀကီး ကုိေက်ာ္၀င္းက ေျပာသည္။ အေရးႀကီးသည္မွာ အရွိတရားကုိ သိျမင္ဖုိ႔ ျဖစ္သည္။ ကၽြန္ေတာ္တုိ႔ ရခုိင္မ်ားသည္ ျမန္မာ့သမုိင္းတြင္ စစ္႐ႈံးေသာ လူမ်ဳိး၊ အပစ္ပယ္ခံ လူမ်ဳိး၊ တုိင္းရင္းသား အခြင့္အေရးေတြ ဆုံး႐ႈံးေနတဲ့ လူမ်ဳိး၊ ကၽြန္တစ္ပုိင္း လူမ်ဳိး၊ ဗမာကုိ ေၾကာက္ရာကေန ကုလားကုိ ေၾကာက္ရ၊ အခု ဒီမုိကေရစီ အေမရိကကုိ ေၾကာက္ရမယ့္ ကိန္း ဆုိက္လာသည္။ ဤကိစၥသည္ ရခုိင္အေရး သက္သက္ မဟုတ္ေတာ့ေခ်။ ကၽြန္ေတာ္တုိ႔ကုိ စာနာသည့္ ဘ၀တူ ဖိႏွိပ္ခံ တိုင္းရင္းသား ျပည္သူမ်ား၏ နားလည္မႈကုိ ကၽြန္ေတာ္တုိ႔ ေမွ်ာ္လင့္သည္။ ဗမာ ဖြံ႔ၿဖဳိးတုိးတက္ေသာ ရခုိင္လူ႔အဖြဲ႔အစည္း ေပၚထြက္လာေရးကုိ ဦးတည္လွ်က္ ကၽြန္ေတာ္တုိ႔ စု႐ုံးခဲ့ၾကသည္။ တုိင္းရင္းသား လူမ်ဳိးေပါင္းစုံ တန္းတူခ်စ္ၾကည္ စည္းလုံးေသာ ဖက္ဒရယ္ ႏုိင္ငံေတာ္သစ္ တည္ေဆာက္ရန္ ကၽြန္ေတာ္တုိ႔ ဆုံးျဖတ္ခဲ့ၾကသည္။ ဤ ျပည္ေထာင္စုထဲတြင္ တန္းတူေရး၊ တရားမွ်မႈႏွင့္ လြတ္လပ္ခြင့္တုိ႔ ဖူးပြင့္ေနရမည္။ ဟိႏၵဴ၊ ခရစ္ယန္၊ မူဆလင္ ဘာသာမ်ဳိးစုံ လူသားတုိ႔သည္ လြတ္လပ္စြာ ယုံၾကည္ ကုိးကြယ္ခြင့္ႏွင့္ ေအာင္လံေထာင္ကာ မူဆလင္ကမၻာကုိ မ်က္ႏွာခ်ဳိေသြးျပ ႐ုိဟင္ဂ်ာလႈပ္ရွားမႈမ်ားကုိ ေထာက္ခံအာ ျပတ္ျပတ္သားသား ရပ္တည္ျပေနေသာ အိမ္ျဖဴေတာ္ ေပၚလစီသည္ ရခုိင္ေဒသ၏ ၿငိမ္းခ်မ္းေရးကုိ အေထာာက္အကူ မျပဳႏုိင္။ ျပာဖုံးေနေသာ မီးခဲေလးကုိ မီးက်ီးရဲရဲ ျဖစ္ေအာင္ ေလမႈတ္ေပးသလုိ ျဖစ္ေနသည္။ ကြန္ကရက္မွ စီးပြားေရး ပိတ္ဆုိ႔မႈ သက္တမ္းမတုိးမီ ႏွစ္ရက္က အေနာက္ဖက္ နယ္စပ္တြင္ ႐ုိဟင္ဂ်ာ ေသြးစည္းညီၫြတ္ေရး အဖြဲ႔မွ ၀င္တုိက္၍ ျမန္မာ ကၽြန္ေတာ္တုိ႔ မပိတ္ပင္ပါ။ သူတုိ႔ လူသားပီပီ ခံစားခြင့္ရၾကပါေစ။ သုိ႔ေသာ္ အေမရိက EU ႏွင့္ ကုလသမဂၢ သံတမန္ႀကီးမ်ားက ႐ုိဟင္ဂ်ာ မွ ႐ုိဟင္ဂ်ာ။ တစ္ရာမွ မေလွ်ာ့။ တုိင္းရင္းသား သတ္မွတ္ေရးသည္ သူတုိ႔ တာ၀န္ႀကီး ႏုိင္ငံေရး အ႐ႈပ္အရွင္းမ်ား၊ ထိတ္လန္႔စရာ စိန္ေခၚမႈမ်ားကုိ ဘန္ကီမြန္း တာ၀န္ယူႏုိင္မွာလား၊ အုိဘားမားနဲ႔ အိမ္ျဖဴေတာ္ တာ၀န္ယူႏုိင္မွာလား။ အေမရိက၊ ဥေရာပနဲ႔ အာရွ မူဆလင္ အသုိင္းအ၀န္းမွာ ရခုိင္ဆုိတာ လူ႔အခြင့္အေရးကုိ တန္ဖုိးမထား။ မူဆလင္ေတြကုိ လူမ်ဳိးတုန္း သတ္ျဖတ္ႏုိင္ဖုိ႔ ႀကဳိးစားေနေသာ ဗုဒၶဘာသာမ်ားဟု မွတ္ထင္သြားၾကၿပီး အိမ္ျဖဴေတာ္နဲ႔ ကုလသမဂၢ မည္သုိ႔ ေျဖရွင္းမည္နည္း။ တာ၀န္မရွိဘူးလား။ (၅) ေမလ ၁၉ ရက္ေန႔ ထုတ္ “နယူးေယာက္တုိင္းမ္” သတင္းစာႀကီး၏ သေဘာထားအျမင္က႑တြင္ ေဆာင္းပါးတစ္ပုဒ္ ပါလာသည္။ ဤ သတင္းစာသည္ ႏုိင္ငံတကာတြင္ အလြန္ၾသဇာႀကီးသည္။ ေဆာင္းပါး၏ အမည္က “The Buddhist Bigots” ဗုဒၶဘာသာ တေဇာက္ကန္းမ်ား။ ေဆာင္းပါးအစတြင္ ဗုဒၶဘာသာသည္ ႏူးညံ့သိမ္ေမြ႔ေသာ ၿငိမ္းခ်မ္းေရး၊ အႏွစ္သာရရွိေသာ ဘာသာတစ္ခုအျဖစ္ ခ်ီးမြမ္းထားသည္။ (တစ္ျခား ဘာသာေတြထက္ ပုိျမတ္သလုိလုိ စၿပီး ေျမွာက္တယ္)။ ေနာက္ပိတ္မွာေတာ့ အယ္လ္ကုိင္ဒါလုိ တာလီဘန္လုိ ဗုဒၶဘာသာ ျဖစ္သြားခဲ့ရသည္။ ေဒၚေအာင္ဆန္းစုၾကည္ကုိေတာင္ ဘယ္လုိ ႏုိဘယ္ၿငိမ္းခ်မ္းေရး ဆုရွင္လဲ။ မူဆလင္ေတြဘက္က မရပ္တည္လုိ႔ အရွက္မဲ့သည္ဟု ေရးသားထားသည္။ သူတုိ႔ ေရးေျပာသမွ် အမွန္။ အလြန္အားေကာင္းေသာ ေက်ာင္းသားတစ္ဦး ဘ၀တြင္ ေတာင္အာဖရိက၏ အသားေရာင္ ခြဲျခားေရး၀ါဒကုိ ဘုိဘားမား ဆန္႔က်င္ခဲ့သည္။ ထုိ႔ထက္ ပုိမုိ ထိတ္လန္႔တုန္လႈပ္စရာ၀ါဒကုိ သာမက တစ္ဦးအေနႏွင့္ ရင္ဆုိင္သင့္သည္ ဟု ေရးသည္။ ျမန္မာသည္ ေတာင္အာဖရိကထက္ ႏုိင္ငံေရး ဟာသပင္ ျဖစ္မည္။ တန္အန္မင္ ကုိ ဦးၫြတ္ရင္း လမ္းေၾကာင္ လမ္းေပ်ာက္သြားရေသာ ပစၥည္းမဲ့ ေတာ္လွန္ေရးပါတီမွ ေဘာ္ရွီဗစ္ ရဲေဘာ္မ်ား၊ အိမ္ျဖဴေတာ္ကုိ ရွိခုိးကန္ေတာ့ရင္း သူေတာင္းစား ျဖစ္သြားခဲ့ရေသာ ေတာ္လွန္သည့္ ဒီမုိကရက္မ်ား၊ ေရႊလီ - ခ်င္းမုိင္ - မဲေဆာက္မွာ ရွာစရာမလုိ။ ရန္ကုန္-မႏၲေလး ၿမဳိ႕ႀကီးမ်ားတြင္ ေရာက္ေနပါၿပီ။ ျပည္သူမ်ားမွာလည္း မြတ္ေက်ာျပာစု အေမွာင္ထုထဲမွ ႐ုန္းမထြက္ႏုိင္ေသး။ ပုိင္စုိးလုိေသာ စူပါႏုိင္ငံသည္ သမုဒၵရာကုိ ပုိင္စုိးႏုိင္ရမည္။ သမုဒၵရာကုိ မပုိင္ဘဲ ယေန႔ ကမၻာႀကီးကုိ စီးပြားေရး၊ ႏုိင္ငံေရး၊ စစ္ေရးအရ လႊမ္းမုိးရန္ လုံး၀ မျဖစ္ႏုိင္ပါ။ အိႏၵိယသမုဒၵရာ၏ အခန္းက႑ကုိ ယေန႔ ပထ၀ီ ႏုိင္ငံေရး၏ အဆုံးအျဖတ္ ေရျပင္အျဖစ္ ေသနဂၤဗ်ဴဟာ ပညာရွင္မ်ားက အသိအမွတ္ျပဳခဲ့ၾကၿပီ။ အေမရိကသည္ နံပါတ္ ၁ ေနရာကုိ ထိန္းထားရန္ အိႏၵိယသမုဒၵရာကုိ ပုိင္စုိးရမည္။ သုိ႔ေသာ္ ထုိေရျပင္သည္ အေမရိကႏွင့္ အေ၀းႀကီး။ သဟာရ အဖ်ားကေန အင္ဒုိခ်ဴိင္းနား ကၽြန္းစုေတြအထိ ရွည္လ်ားက်ယ္ေျပာၿပီး အာေရဗီယပင္လယ္ႏွင့္ ဘဂၤလားပင္လယ္ေအာ္ ႏွစ္ခုရွိေသာ ထုိသမုဒၵရာႀကီးအတြက္ မဟာႏုိင္ငံႀကီးမ်ား ဗ်ဴဟာ ခင္းေနၾကၿပီ။ မဟာဗ်ဴဟာကစားပြဲတြင္ တ႐ုပ္ႏွင့္ အိႏၵိယအတြက္ အိမ္ကြင္းသဖြယ္ ျဖစ္ေနသည္။ အိႏၵိယႏုိင္ငံႏွင့္ အိႏၵိယ သမုဒၵရာဆုိသည္မွာ အမ်ဳိးဆက္ၿပီးသား။ တ႐ုပ္တုိ႔အတြက္ကား ျမန္မာ စစ္အာဏာရွင္တုိ႔အေပၚ အိမ္ျဖဴေတာ္၏ ဟုိကုိင္သည္ကုိင္ ေယာင္ခ်ာခ်ာ ေပၚလစီေၾကာင့္ ႏုိင္ငံမွာ နာက်င္ဆုံး႐ႈံး စေတးရမႈ မ်ားျပားလြန္းေသာ၊ ခါးသီးဆုိး၀ါးလြန္းေသာ ျပည္တြင္း စစ္ႀကီးကုိ နိဂုံးခ်ဴပ္ေစလုိပါသည္။ တန္းတူေသာ၊ ခ်စ္ၾကည္စည္းလုံးေသာ ဖက္ဒရယ္ျပည္ေထာင္စုႀကီး ေပၚထြန္းလာေရးအတြက္ To All international NGOs in Arakan state, Burma I am an Arakanese named Aye Maung from Rakhine State of Myanmar and I am hereby would like to voice my grave concern relating to your misbehaviour and insensitivity towards Arakanese people in Arakan state of Burma/Myanmar. I have been hearing an earful of verbal complaints from my local Arakanese about your discriminatory practices in our state. However, as I understand clearly about your aims and goals and your great works that are supporting those people in need all over the world, I would like to tell you that I have a deep respect on your work. I do not think that NGOs in Arakan State including UN agencies aren’t supposed to destroy their humanitarian image and instead are expected to bring harmony towards all communities inhibiting in my native land. As you are now on our soil, you are eating our food, drinking our water and breathing our air. Thus, I do not think this is a good human behaviour of you to discriminate against my people at the same time. You all are thought to remain grateful to sons of our Fatherland regardless of their faiths. Buddhist communities in Buthidaung and Maungdaw Townships, northen part of Arakan, have requested me to relay their deep concern over you unacceptable harassment behaviour on their behalf. Reports have been surfaced about the allegedly detention of some NGO staffs in Arakanese State under the suspicion of their direct involvement in recent deadly arson and murder attacks against non-Muslim communities. Our local Arakanese were just compelled to take reactionary measures when facing attacks from them. Narinjara News Agency and many domestic Myanmar news agencies said that some local employees of the NGOs were arrested by the authorities because they played a major role in instigating the recent violent unrests. By exploiting their advantage from having Internet access at your NGO offices, these local workers downloaded online news and photos and distributed them with their fabrications to the Muslims community in Maungdaw which led to brutal rioting and destructive attacking against our Arakanese. It is a shame, and off course quite annoying, that NGOs in Arakan have been conspiring with the religious extremists, may be unwittingly, to build up the violent attacks towards our peace loving Buddhist community in Arakan. Furthermore, NGO staffs, especially local ones, are misusing their power as well as UN properties to mistreat our people which could be tantamount to human rights abuses on our Arakanese people. You also employed local staff selectively by side-lining non-Muslim people. In addition, I have heard that NGOs in Arakan are facing boycott and intense dissatisfaction responses from our people when our locals turned down your assistance and contributions. Because you all have been supporting Bengali Muslim immigrants since you have descended on the areas of Buthidaung and Maungdaw over a decade ago, our local people have developed a sense of disgruntled feeling from your brazenly displaying of discriminatory practices. This is our time to show our dissatisfaction upon you. NGOs in Arakan should realise that the recent violent have left nearly 90,000 Arakanese people homeless, hopeless, outrageous, and fearful. They are in need of everything. We are, however, encouraging our people to go for self-help system by showing our sturdiness. It was learnt that NGOs just showed up yesterday ( 05.07.2012) to help Arakanese after weeks of absent. But locals didn’t care about your help that came too late to them. NGOs in Arakan should not encourage racial hatred and should not act to be a one-sided organisation. Supporting only Muslim communities and disrespecting native is totally unacceptable. I therefore would like to encourage NGOs in Arakan to stop creating religious and racial tension in Arakan to avoid further violent. Just try your best to foster a mutual respect towards all communities in Arakan and remain sensitive towards all cultures. It is imperative for all NGOs staffs to exercise anti-discriminatory practices in order to promote your work with everyone in Arakan. Before I stop, my last demand to all NGOs, UN, UNHCR, BAJ, AZG in Arakan is to leave my state if you keep showing your unacceptable manners towards non-Muslim communities. We have nothing to feel bad about from your leaving. You have caused us enough pain. Now enough is enough. Thank you Aye Maung Pauktaw, Arakan State

According to a report of  the EMG reporter in Sittway, “The security forces are heading to Aung Naing Village located at 5 miles west of Sittway as receiving the information that Begalis are surrounding the village.”

According to a high rank police officer of Rakhine State, although he could not confirm that Bengalis have guns, they seem to have handmade weapons.

According to reporter of EMG, “Two Bengalis who were captured by the civilian yesterday were taken to police station. They were sent to rescues camps for Bengalis after all. Moreover, Police officers are taking Bengalis to rescue camps according to their wish. People in Sittway are taking Bengali children and women to rescue camps without making any problem. Two rescue camps are opened in Sittway for Bengalis.”

“Many monasteries were burnt down. Monasteries in Narzi village were set on fire yesterday. Today, Four places are being burned. It was at Danya Waddi Village in the morning. Narzi Village and Kyaung Kyi ward were burnt in the afternoon and Konedan ward in the evening. A monastery worth of K 70 to 80 million was burnt down in Konedan ward.  Four Rakhine and one Buddhist monk were injured in Taung Chay. One Bengali was killed. No accurate death toll was confirmed yet,” said a resident.

“Mosques have not been destroyed as many as the rumor. There are about 30 mosques in Sittway. Only one has been destroyed and others have been damaged on fences. Some mosques are guarded by security forces,” said a resident.
6:40 pm 12 June
The situation has been stable in Sittway. It is raining now. The city will be under supervision of military forces, according to sources.
The Section 144 of the Criminal Procedures Code (Curfew) was imposed in town. The civilians are safeguarding their homes instead of grouping in one spot as in previous days. The security forces are patrolling in the town as previous days.
“Today one police officer and one solider were injured in the incident. I was trying to verify with Sittway hospital, but I didn’t get the confirmation. Approximately, 8 Rakhine people were injured as well as one Bengali died in today incident,” reported by EMG reporter in Sittway.
4:30 PM 12 June
Eight injured persons were reportedly taken to Sittway Hospital today and 5 persons yesterday. Media persons are prohibited from entering hospital.
In Yangon, over 100 monks prayed for peace at Sule Pagoda concerning with Rakhine violence. Although some persons took to street in front of Yangon City Hall,  security forces prohibited them. Security forces are taking positions near Sule Pagoda and city hall.
2:00 PM 12 June
Bengali Rohingyas are setting fire to a Hindu Temple and houses at Phayar Road in Sittway Township. Security forces are now arriving there.

“The incident is breaking out in Narzi Village. As Bengali Rohingyas do not see no way out, they are trying to penetrate into the Kyaung Gyitan where they are possible to encounter Rakhine people. There are many lanes here. Security forces have not arrived yet, EMG reporter said.

Bengali Rohingyas burnt their own houses in Thel Ward in Sittway Township and fled away at 11:30 AM on 12 June. Five Rakhine houses and some houses of Rohingya were burnt down. Fire is ongoing now.

At 11:14 AM 12 June, clashes broke out between about 6,000 Rakhine people and 10,000 Bengali Rohangyas. About 50 policemen and 30 soldiers are solving the problem, according to the EMG reporter.

Words of Rakhine refugees who fled from nearby villages to rescue camps in Maungdaw Township
“When we saw the burning shops in Nyaung Thongwa Sone and Bengalis who were coming to attack our village, about 30 of our villagers tried to fight against them. They beat whoever they saw in the village. We told our children and women to go away. I witnessed they are beating a monk. Then we have to run away. Our two villagers were killed in the fight,” said Rakhine ethic U Thar Sein of Shwe Yin Aye Village.
“I am a vendor at the Nyaung Thongwa Sone. Bengalis headed from Nyaung Chaung Village after they come out of mosque. When we abandoned our shops, they burned the shops. We sought shelter at the security camp. Bengalis are not afraid of the guns from the security forces” said vendor Ma Thida.
“As our village was set fire, we have to abandon our homes to Kantharyar Village. Bengalis did not step forward when they saw paramilitary forces. When we returned to our village yesterday, only six houses remained out of 80. We felt remorseful when we saw that scene,”  said Myanmar man Ko Than Lwin of Shwe Yin Aye village.

“At 2:30 PM, Bengali mobs headed to our Thayay Konebaung Village. Before the security forces arrived in our village, the village was set fire. They start burning monastery. Then they besieged the village. After we were surrounded, they beat us. They hacked people, stroke us and beat us with motorbike chains. I was injured at head, arm and thigh. Then we fled from the village. Three persons were killed and almost all the houses of 170 in our village,” said Thayay Konebaung villager.
“We fled from our village as our houses were burnt. We are still separated from our family members. We had to stay in the forest the whole night. We entered the village with the guard of security forces,” said U Myint Oo of Kainggyi Village. 

A clash between Rakhine people and Bengali Rohingyas of Thantawli village broke out at 11 June evening. Five persons were killed and 70 houses were burnt down. The reason of this clash was due to a news in which a Rakhine on a motorbike was allegedly taken by Bengali Rohingyas that morning.
Due to this news, Rakhine people from some villages gathered at 11 AM on that day, and they fought with Bengali Rohingyas of Thantawli village at 1:45 PM. The fight was involved about 1,500 Rakhine people and about 1,000 Bengali Rohingyas. After the clash, five bodies were found—three Rakhine people and two Rohingyas—up to 6 PM on 11 June.
Concerning with the clash, police officer Hla Moe who is taking in-charge in the security of Rahine violence said, “As the news were spread that a Rakhine woman was allegedly taken by Rohingyas from Thantawli Village, Rakhine people fought against Rohingyas in the village. When the crowd of Rakhine people became bigger at 12:30 PM, the security forces conducted warning shots. Bengalis in the village thought the forces are shooting.”
While police forces are trying to solve the problem, gunshots came out from the Thantawli Village. Then security force returned warning shots for 15 times. At 1:45 PM, responsible persons of police battalion discussed with Bengali Rohingyas in the village to stop fighting. Army battalion (201) is taking positions between Thantawli village and the villages of Rakhine people to prevent more clashes.
Police officer Hla Moe said, “We are taking security measures for peace in the area. However, hatred should not be emphasized. The government will take legal action against the riot.”

The case in which Ma Thida Htwe of Thabyechaung Village in Kyaukmawni Village-tract, Yanbye Township, was raped, robbed and killed stood trial at the District Court in Kyaukphyu at about 10 am yesterday.  After eight witnesses, including Ma Thida Htwe’s elder brother, had sworn and the trial went into recess and it will continue on 12 June.
A temporary organization has been formed to give aid to the people of Rakhine State who have been homeless due to the incidents. Those wishing to make contributions to the organization can contact the funeral service provision association (Sittwe) (Ph:043-22475), U Maung Tun Kyaw (Ph:098500944), U Than Shwe (Ph:098500241), U Shwe Tun Aung (Ph:098500590) and U Aung Kyaw Zan (Ph:0985000450).

 Local people arrested a young Bengali after he had been found near Kanbawza Bank in Sittwe together with a container of petrol, said a local.
9:15 AM    12 June
Instability continued to prevail in Sittwe yesterday night. The Sittwe locals had to take security responsibility almost all night as Bengalis tried to enter Sittwe via creeks. Three Bengalis wearing fire brigade uniforms tried to enter the city through Beluma Creek, said a local. Military and riot police members also took security responsibility by patrolling. There were sounds of gunfire yesterday midnight, according to a reporter of EMG.
Authorities concerned conducted checks on the houses of some NGOs, said natives of Sittwe. According to the sources that have not officially been approved by authorities, a top leader of an NGO has been arrested, witnessed a Sittwe local.
Before that, an NGO top leader who is in-charge of Rakhine State has been arrested by authorities at 3rd Mile Camp of Maungdaw. The arrest news was right, said Sittwe locals. Both arrested are Bengali Rohingyas, it is learnt.
There has been news that some UN officials will arrive in Sittwe by chartered flight. But, the news has not been exact yet, said an official who was on duty at Sittwe Airport.
Rohingyas set fire to Dhammayama Monastery in Danyawady Ward-B this morning.
Sittwe has 33 wards and Nazi, Aungmingala and Bumay wards are mostly inhabited by Bengalis. Although the rioting of Bengalis in Bumay Ward has been stable, there is still instability in the other two wards. Now, Sittwe hardly has Bengalis. In recent days, the locals of Sittwe have set fire to some deserted Bengali houses. They did so in order that Bengalis could not come back to their homes. Moreover, some mosques were burnt down.
Some security officials expect that Bengalis from Plot Nos. 1, 2, 11 and 12 in Nazi Ward may run riot. Especially, there are reports that arms are being gathered in the houses of Arbulu and Armisan in Plot Nos. 1 & 2. The two are the richest Bengalis in Nazi Ward and have continued contacts with the Bangladeshi border. 
At present, reporters have to rely only on the information sources of Sittwe locals and exact information has not been received from authorities concerned.

According to the situations in Sittwe, Bengalis are making a plot, said the locals.
“I think they are making a plot intentionally. They commit arson.  They set fire to their own houses to spread it to the Rakhine houses. Today, security, riot police and military forces have been deployed in Mingan. They kept calm all morning but started setting fire to Danyawady, Nazi, Thandawli, Byephyu and Magyimyaing where security is weak. Knowing this, they set fire” said a local.
Today, two groups Bengalis from Nazi village and Thandawli village rioted and another group in Bumin Village already did so yesterday.
“Bengalis are fewer in Sittwe while the number of Bengalis mobs is stronger in Ambari and Nazi, which are near to Sittwe. They tend to prowl around the city. Bengalis living in the inner city have already fled their houses. These days, those around the city are likely to riot. When security is tight on one side, it is weak on the other side. Security is not enough yet in the whole city. This is why the locals of Sittwe have to defend themselves with their own weapons available. There are many Bengalis along the beach outside Sittwe. Byephyu village is in danger and security has not reached out there. As expected, the Thandawli Bengali group near Byephyu Village started rioting. Security forces arrived very late,” said a Sittwe local.
There are also assumptions that the reason a series of riots Bengalis are making is to try to flee.
“They (Bengalis) started to quarrel with Rakhine nationals by setting fire to the latter’s houses. Before such incidents when both sides lived separately, Bengalis insulted. They set fire to the places of Rakhine nationals. Defence measures had to be taken for security reasons. Rakhine nationals have to defend themselves, unable to do their work. Bengalis were not able either to go outside of the village. So, they set fire to their own houses near Rakhine nationals’ . Then they tried to spread the fire to Rakhine houses. It seemed that they did so with intent to flee when the Rakhine people were putting out the fire. Reviewing these points, I think they are plotting to run,” said a Sittwe local.
“The only way to flee is the exit of the sea. They know about the water routes better than Rakhine nationals. It seems that they want to try to flee through the creeks flowing to the mouth of the sea. Sittwe actually is like a group of islands. In reality, it is not easy for Bengalis in Sittwe to flee. Those outside the city can try it. But they tend to riot for the sake of those living near the city. At present, they don’t know what to do. That is why they are trying to put Rakhine nationals in trouble, I think”, said a local of Sittwe.
Anyhow, the riots of Bengalis still are still occurring in the present situation.
“The order of shooting has been issued. But shooting has not started and there were only firing into the sky. The explosions heard today were those coming from the burning of bamboos in the villages. As far as I know some troops such as BEMP, GE and Kha-ma-ya 354 have been deployed. But we don’t know exactly. As security is insufficient, Rakhine nationals have to defend themselves with their own weapons available. Bengalis seem to fear that military forces will come. They tried to set fire to Rakhine houses when the troops were not present and vice versa. So, Rakhine nationals have to take care of their own places for security”, said a young local.
At present, Bengalis have set fire to their own houses and the wards of Rakhine around Sittwe. Some Bengali houses in Shwepya Ward have been burnt down by Rakhine nationals. The houses burnt down by Rakhine nationals are the ones which the Bengalis had already left and they did so in order that Bengalis could not come to their houses again.
Today’s Nazi Bengali group not only set fire to Myanmar Buddhist monasteries but also have seized the monasteries near Arkyeiktaw Hill. The monks from those monasteries located near Nazi Village had to flee to Arkyeiktaw Hill. What’s more, hundreds of Bengalis tried to raid the monasteries on the hill but to no avail due to the defence of the monks and Rakhine nationals from nearby villages.
Similarly, this afternoon, Thandawli Bengali group confronted Rakhine nationals from Byephyu village. Bengalis started entering the village. Due to the clashes, four Rakhine nationals were killed. Although there were reports they were killed by gun wounds, they were murdered by knife wounds in reality. Rakhine people tried to enter Thandawli Village to fetch the dead bodies which were taken by the Bengalis. The military and riot police members arrived and asked for the dead bodies.
“I don’t know why the Bengalis in Sittwe acted so. If they keep calm, we will also do so. But now, they have no way out and we have to defend ourselves with our own weapons available, unable to do a single stroke of work. If the situation continues, we will run out of rations. Why are they creating problems,” said a Sittwe local.
Three burnt-out bodies of Bengalis were found by seaside in Myothagyi Ward of Sittwe this morning. During yesterday’s clashes between Rakhine nationals of Byephyu village and Bengalis of Thandawli village, six were killed – four Rakhine nationals and two Bengalis.

“The situation in Maungdaw no longer has worsened. But, the Bengalis from the wards outside the city fled after setting fire to their houses. What we heard is that security forces are controlling the Bengalis”, said a Maungdaw local at about 6:30 pm.
According to latest sources, in Maungdaw 10 people were killed, 161 went missing and over 2800 people are taking shelter in rescue camps.

Rakhine nationals set fire back to the Bengali houses as Bengalis started to burn the Rakhine houses in Nazi Ward, said a Sittwe local. “Bengalis started to insult and set fire. Consequently, two houses of Rakhine nationals were burnt down. We therefore set fire back to their houses”, said a local.
Nazi Village has more than 2700 Bengali houses and 280 Rakhine houses. Rakhine people already left their houses yesterday. Then, Bengalis set fire to those houses and Zeyamingala, Zedipyin, Sandalawka and Gyitchaung monasteries.
As Bengalis from Nazi Village started to burn the Rakhine houses near Danyawady Ward, the latter set fire back to the former’s, said Sittwe locals.

At about 5:10 pm today, hundreds of Bengalis tried to approach Arkyiektawgon Pagoda and monasteries by passing through the field. So, the Rakhine nationals had to take security responsibility to thwart their attempt.

There were shouts of local Rakhine people in Danyawady Ward where a fire broke out that “Don’t fear and prevent in unity”, said a reporter of EMG who had been to the scene.

Fires were breaking out in three places of Sittwe simultaneously and the fires in Thandawni Village and Danyawadi Ward were worsening. Moreover, explosions occurring in Sittwe were not due to the gun-firing by security forces but due to the burning of bamboos, said a reporter of EMG who had been to Sittwe.

With the increasing tension between Rakhine nationals and Bengalis in Byephyu Village and Thandawli Village in northern Sittwe, military and riot police members are going to the scene.
A clash broke out between those two villages and three Rakhine nationals were killed by the fire shooting of Bengalis. Out of the three murdered, the two bodies were taken into Thandawli Village by Bengalis. The increased tension has been caused by the fact that Rakhine people tried to get back the dead bodies, said a reporter of EMG, who had been to the scene.
Thandawli Village is inhabited by Bengalis. As the number of security force members was not enough when the tension started to increase, military and riot police members had to go to the scene.

Rakhine nationals confronted Bengalis near Byephyu Village to the north of Sittwe and the latter started shooting fire and 3 Rakhine nationals were killed, said a EMG  reporter who had been to the scene said. According to a native of Byephyu Village, those murdered were U Kyaw Thein, Ko Htay and a villager of Aungzeya Village, near which lies Thandawli Village where Bengalis living.

The culprits who raped, murdered and robbed Ma Thida Htwe of Kyauknimaw Village, Yanbye Twonship, Rakhie State, on 28 May went on trial at Kyaukphyu Township Court at 10 am today. More than 20 witnesses were present during the trial. After three witnesses had sworn, the trial went into recess at noon.
Out of three culprits, Rawshi (a) Htet Htet committed suicide by hanging himself in Kyaukphyu Prison on 9 June.

Rescue camps  for victims of the sectarian arson attacks have been set up in a philanthropic school, Aungmyaybawdi Monastery and Baho Monastery.

The GTC student who was murdered near the stadium in Sittway is identified as first year GTC student Ko Tun Myint Aung (23). The cause of his death is still under investigation. A helicopter flied over Sittway at about 8 am.

Police forces and border guards in Maungdaw have been reinforced by five army battalions, and six navy ships have been sent to the border, according to the face book page of a presidential official.

Army troops are carrying out search operation for those who are hiding in the forests and mountains after fleeing their villages last night. Up to 1.10 am, a total of 386 houses, 19 shops, a guest house were destroyed during the violence, according to the facebook page of a presidential official.

According to local people, everything is quiet in Maungdaw, and the township development affairs committee has cut off water supply to the town as Bangalis poisoned the lake used to supply water to the town. The Eleven Media Group is still trying to confirm the report.  The stabbed bodies of two female teachers from Khayegonbaung Village arrived at Maungdaw hospital. The army is trying the protect Maungdaw outside the town.

Victims of sectarian arson attacks in Maungdaw have taken refuge in Rakhine villages including Ahle Villagem, Dat Village and Wimala Village. Those who were injured in the attacks on 8 June are still being sent to Maung Daw Hospital. Security forces have already taken control of Maungdaw while Bangali Rohinja are stilling gathering in their villages.

Bengalis in Bumal Village attacked the Mingan Village near Sittway University at 9:45 pm. Four Mingan villagers were injured and one was sent to Sittway hospital. The situation has calmed down as the security forces have arrived in.

“The situations in Maungdaw Township are very serious. The problem should be solved by legal procedures. We do not accept anarchic actions. Security forces concerned should settle the problem systematically. We must control the situation not to spread. If the problem becomes bigger, it is possible to result in series of cases. I warned the possibility of problems in Maungdaw after the case of Sittway. These attacks would seriously threaten to Arakanese people not only in Buthidaung and Maungdaw townships, but also in some areas with minority of them. The government has responsibilities to calm down the worries of these people. In the future, the security of border area in Rakhine State should be taken by Rakhine people, and that of Shan State by Shan people. Paramilitary forces should be organized to safeguard the security of respective areas. The government should allow more security plans. We will also submit these plans to the parliament. If this incident is similar to massacre of 1942 which was intentionally plotted, the persons behind the curtain are responsible for the consequences. Security persons, international figures and religious leaders should not neglect the case. They should cooperate in solving this problem,” said Chairman Dr. Aye Maung of the Rakhine Ethnics Development Party said at 7 pm the Eleven Media Group in Sittway Township.

During the news programme of state-owned media broadcast at 8 pm, nothing was announced on Maungtaw incident. But it was informed that three criminals who committed rape, murder and robbery cases to a girl in Kyaukmawni Village of Rakhine State were taken to the court.

According to the Section 144 of the Criminal Procedure Code, it is not allowed to gather five or more than five persons along the streets of municipal area, public roads and streets, parks and mosques in Maungtaw Township, and no one is allowed to go outside between 18:00 pm and 06:00 am in the town, the officer’s Facebook stated at 8:46 pm.

According the updated reports, 30 houses of Rakhine people in Bohmu Village of Maungdaw Township were burnt. Unidentified sources said 3 persons were killed in the incident.

“This is a terrorist attack. It cannot be neglected. Despite all the citizens have the rights of religious freedom, Rohingya people are not involved in 135 Myanmar national ethnics. According the 1982 Burma Citizenship Act, the nationalities who have settled in the country before 1824 are only regarded as the national ethnics. Migrants who infiltrated into the country after 1824 are not the local residents. Therefore, Rohingyas are not the national ethnics. As successive government officials favoured and issued them national registration cards by taking briberies, they are acting as the over-indulgent persons. Due to the control of Rakhine ethnics, they could not widely spread until now. The prevailing attacks mean insulting the hosts by the guests. This is a terrorist attack,” said a responsible person of Rakhine Ethnics Development Party.

Although the Eleven Media Group telephoned Pyithu Hluttaw representative U Zaw Kir Armat (a) U Aung Zaw Win to ask about these attacks, he cannot be contacted until now.

According to the reporting until 3:50 pm, Rohingya terrorists are setting fire to the Bohmu Village in Maungdaw Township. However, security forces have not fire on the terrorists.

When the Eleven Media telephoned the Rakhine State Police Office to ask about the latest arson attacks of Rohingyas, the responsible person replied that they had not get detail information.

Residents in Maungdaw Township of Rakhine State are now fleeing from the homes as Rohingya terrorists are setting fire to the houses.

Local people are requesting immediate security measures to control the attacks, according to the reports of residents.

Thousands of Rohingya have been carrying out arson attacks to the houses near town hall of Maungdaw starting from the today evening. About 200 policemen took security measures for the violence, and it is difficult to control the situation, a resident said.

“Many monasteries were burnt down. Monasteries in Narzi village were set on fire yesterday. Today, Four places are being burned. It was at Danya Waddi Village in the morning. Narzi Village and Kyaung Kyi ward were burnt in the afternoon and Konedan ward in the evening. A monastery worth of K 70 to 80 million was burnt down in Konedan ward.  Four Rakhine and one Buddhist monk were injured in Taung Chay. One Bengali was killed. No accurate death toll was confirmed yet,” said a resident.

“Mosques have not been destroyed as many as the rumor. There are about 30 mosques in Sittway. Only one has been destroyed and others have been damaged on fences. Some mosques are guarded by security forces,” said a resident.

The situation has been stable in Sittway. It is raining now. The city will be under supervision of military forces, according to sources.
The Section 144 of the Criminal Procedures Code (Curfew) was imposed in town. The civilians are safeguarding their homes instead of grouping in one spot as in previous days. The security forces are patrolling in the town as previous days.
“Today one police officer and one solider were injured in the incident. I was trying to verify with Sittway hospital, but I didn’t get the confirmation. Approximately, 8 Rakhine people were injured as well as one Bengali died in today incident,” reported by EMG reporter in Sittway.

Eight injured persons were reportedly taken to Sittway Hospital today and 5 persons yesterday. Media persons are prohibited from entering hospital.
In Yangon, over 100 monks prayed for peace at Sule Pagoda concerning with Rakhine violence. Although some persons took to street in front of Yangon City Hall,  security forces prohibited them. Security forces are taking positions near Sule Pagoda and city hall.

Bengali Rohingyas are setting fire to a Hindu Temple and houses at Phayar Road in Sittway Township. Security forces are now arriving there.

“The incident is breaking out in Narzi Village. As Bengali Rohingyas do not see no way out, they are trying to penetrate into the Kyaung Gyitan where they are possible to encounter Rakhine people. There are many lanes here. Security forces have not arrived yet, EMG reporter said.

Bengali Rohingyas burnt their own houses in Thel Ward in Sittway Township and fled away at 11:30 AM on 12 June. Five Rakhine houses and some houses of Rohingya were burnt down. Fire is ongoing now.

At 11:14 AM 12 June, clashes broke out between about 6,000 Rakhine people and 10,000 Bengali Rohangyas. About 50 policemen and 30 soldiers are solving the problem, according to the EMG reporter.

Words of Rakhine refugees who fled from nearby villages to rescue camps in Maungdaw Township
“When we saw the burning shops in Nyaung Thongwa Sone and Bengalis who were coming to attack our village, about 30 of our villagers tried to fight against them. They beat whoever they saw in the village. We told our children and women to go away. I witnessed they are beating a monk. Then we have to run away. Our two villagers were killed in the fight,” said Rakhine ethic U Thar Sein of Shwe Yin Aye Village.
“I am a vendor at the Nyaung Thongwa Sone. Bengalis headed from Nyaung Chaung Village after they come out of mosque. When we abandoned our shops, they burned the shops. We sought shelter at the security camp. Bengalis are not afraid of the guns from the security forces” said vendor Ma Thida.
“As our village was set fire, we have to abandon our homes to Kantharyar Village. Bengalis did not step forward when they saw paramilitary forces. When we returned to our village yesterday, only six houses remained out of 80. We felt remorseful when we saw that scene,”  said Myanmar man Ko Than Lwin of Shwe Yin Aye village.

“At 2:30 PM, Bengali mobs headed to our Thayay Konebaung Village. Before the security forces arrived in our village, the village was set fire. They start burning monastery. Then they besieged the village. After we were surrounded, they beat us. They hacked people, stroke us and beat us with motorbike chains. I was injured at head, arm and thigh. Then we fled from the village. Three persons were killed and almost all the houses of 170 in our village,” said Thayay Konebaung villager.
“We fled from our village as our houses were burnt. We are still separated from our family members. We had to stay in the forest the whole night. We entered the village with the guard of security forces,” said U Myint Oo of Kainggyi Village. 

A clash between Rakhine people and Bengali Rohingyas of Thantawli village broke out at 11 June evening. Five persons were killed and 70 houses were burnt down. The reason of this clash was due to a news in which a Rakhine on a motorbike was allegedly taken by Bengali Rohingyas that morning.
Due to this news, Rakhine people from some villages gathered at 11 AM on that day, and they fought with Bengali Rohingyas of Thantawli village at 1:45 PM. The fight was involved about 1,500 Rakhine people and about 1,000 Bengali Rohingyas. After the clash, five bodies were found—three Rakhine people and two Rohingyas—up to 6 PM on 11 June.
Concerning with the clash, police officer Hla Moe who is taking in-charge in the security of Rahine violence said, “As the news were spread that a Rakhine woman was allegedly taken by Rohingyas from Thantawli Village, Rakhine people fought against Rohingyas in the village. When the crowd of Rakhine people became bigger at 12:30 PM, the security forces conducted warning shots. Bengalis in the village thought the forces are shooting.”
While police forces are trying to solve the problem, gunshots came out from the Thantawli Village. Then security force returned warning shots for 15 times. At 1:45 PM, responsible persons of police battalion discussed with Bengali Rohingyas in the village to stop fighting. Army battalion (201) is taking positions between Thantawli village and the villages of Rakhine people to prevent more clashes.
Police officer Hla Moe said, “We are taking security measures for peace in the area. However, hatred should not be emphasized. The government will take legal action against the riot.”

The case in which Ma Thida Htwe of Thabyechaung Village in Kyaukmawni Village-tract, Yanbye Township, was raped, robbed and killed stood trial at the District Court in Kyaukphyu at about 10 am yesterday.  After eight witnesses, including Ma Thida Htwe’s elder brother, had sworn and the trial went into recess and it will continue on 12 June.
A temporary organization has been formed to give aid to the people of Rakhine State who have been homeless due to the incidents.  Local people arrested a young Bengali after he had been found near Kanbawza Bank in Sittwe together with a container of petrol, said a local.

Instability continued to prevail in Sittwe yesterday night. The Sittwe locals had to take security responsibility almost all night as Bengalis tried to enter Sittwe via creeks. Three Bengalis wearing fire brigade uniforms tried to enter the city through Beluma Creek, said a local. Military and riot police members also took security responsibility by patrolling. There were sounds of gunfire yesterday midnight, according to a reporter of EMG.
Authorities concerned conducted checks on the houses of some NGOs, said natives of Sittwe. According to the sources that have not officially been approved by authorities, a top leader of an NGO has been arrested, witnessed a Sittwe local.
Before that, an NGO top leader who is in-charge of Rakhine State has been arrested by authorities at 3rd Mile Camp of Maungdaw. The arrest news was right, said Sittwe locals. Both arrested are Bengali Rohingyas, it is learnt.
There has been news that some UN officials will arrive in Sittwe by chartered flight. But, the news has not been exact yet, said an official who was on duty at Sittwe Airport.
Rohingyas set fire to Dhammayama Monastery in Danyawady Ward-B this morning.
Sittwe has 33 wards and Nazi, Aungmingala and Bumay wards are mostly inhabited by Bengalis. Although the rioting of Bengalis in Bumay Ward has been stable, there is still instability in the other two wards. Now, Sittwe hardly has Bengalis. In recent days, the locals of Sittwe have set fire to some deserted Bengali houses. They did so in order that Bengalis could not come back to their homes. Moreover, some mosques were burnt down.
Some security officials expect that Bengalis from Plot Nos. 1, 2, 11 and 12 in Nazi Ward may run riot. Especially, there are reports that arms are being gathered in the houses of Arbulu and Armisan in Plot Nos. 1 & 2. The two are the richest Bengalis in Nazi Ward and have continued contacts with the Bangladeshi border. 
At present, reporters have to rely only on the information sources of Sittwe locals and exact information has not been received from authorities concerned.

According to the situations in Sittwe, Bengalis are making a plot, said the locals.
“I think they are making a plot intentionally. They commit arson.  They set fire to their own houses to spread it to the Rakhine houses. Today, security, riot police and military forces have been deployed in Mingan. They kept calm all morning but started setting fire to Danyawady, Nazi, Thandawli, Byephyu and Magyimyaing where security is weak. Knowing this, they set fire” said a local.
Today, two groups Bengalis from Nazi village and Thandawli village rioted and another group in Bumin Village already did so yesterday.
“Bengalis are fewer in Sittwe while the number of Bengalis mobs is stronger in Ambari and Nazi, which are near to Sittwe. They tend to prowl around the city. Bengalis living in the inner city have already fled their houses. These days, those around the city are likely to riot. When security is tight on one side, it is weak on the other side. Security is not enough yet in the whole city. This is why the locals of Sittwe have to defend themselves with their own weapons available. There are many Bengalis along the beach outside Sittwe. Byephyu village is in danger and security has not reached out there. As expected, the Thandawli Bengali group near Byephyu Village started rioting. Security forces arrived very late,” said a Sittwe local.
There are also assumptions that the reason a series of riots Bengalis are making is to try to flee.
“They (Bengalis) started to quarrel with Rakhine nationals by setting fire to the latter’s houses. Before such incidents when both sides lived separately, Bengalis insulted. They set fire to the places of Rakhine nationals. Defence measures had to be taken for security reasons. Rakhine nationals have to defend themselves, unable to do their work. Bengalis were not able either to go outside of the village. So, they set fire to their own houses near Rakhine nationals’ . Then they tried to spread the fire to Rakhine houses. It seemed that they did so with intent to flee when the Rakhine people were putting out the fire. Reviewing these points, I think they are plotting to run,” said a Sittwe local.
“The only way to flee is the exit of the sea. They know about the water routes better than Rakhine nationals. It seems that they want to try to flee through the creeks flowing to the mouth of the sea. Sittwe actually is like a group of islands. In reality, it is not easy for Bengalis in Sittwe to flee. Those outside the city can try it. But they tend to riot for the sake of those living near the city. At present, they don’t know what to do. That is why they are trying to put Rakhine nationals in trouble, I think”, said a local of Sittwe.
Anyhow, the riots of Bengalis still are still occurring in the present situation.
“The order of shooting has been issued. But shooting has not started and there were only firing into the sky. The explosions heard today were those coming from the burning of bamboos in the villages. As far as I know some troops such as BEMP, GE and Kha-ma-ya 354 have been deployed. But we don’t know exactly. As security is insufficient, Rakhine nationals have to defend themselves with their own weapons available. Bengalis seem to fear that military forces will come. They tried to set fire to Rakhine houses when the troops were not present and vice versa. So, Rakhine nationals have to take care of their own places for security”, said a young local.
At present, Bengalis have set fire to their own houses and the wards of Rakhine around Sittwe. Some Bengali houses in Shwepya Ward have been burnt down by Rakhine nationals. The houses burnt down by Rakhine nationals are the ones which the Bengalis had already left and they did so in order that Bengalis could not come to their houses again.
Today’s Nazi Bengali group not only set fire to Myanmar Buddhist monasteries but also have seized the monasteries near Arkyeiktaw Hill. The monks from those monasteries located near Nazi Village had to flee to Arkyeiktaw Hill. What’s more, hundreds of Bengalis tried to raid the monasteries on the hill but to no avail due to the defence of the monks and Rakhine nationals from nearby villages.
Similarly, this afternoon, Thandawli Bengali group confronted Rakhine nationals from Byephyu village. Bengalis started entering the village. Due to the clashes, four Rakhine nationals were killed. Although there were reports they were killed by gun wounds, they were murdered by knife wounds in reality. Rakhine people tried to enter Thandawli Village to fetch the dead bodies which were taken by the Bengalis. The military and riot police members arrived and asked for the dead bodies.
“I don’t know why the Bengalis in Sittwe acted so. If they keep calm, we will also do so. But now, they have no way out and we have to defend ourselves with our own weapons available, unable to do a single stroke of work. If the situation continues, we will run out of rations. Why are they creating problems,” said a Sittwe local.
Three burnt-out bodies of Bengalis were found by seaside in Myothagyi Ward of Sittwe this morning. During yesterday’s clashes between Rakhine nationals of Byephyu village and Bengalis of Thandawli village, six were killed – four Rakhine nationals and two Bengalis.

“The situation in Maungdaw no longer has worsened. But, the Bengalis from the wards outside the city fled after setting fire to their houses. What we heard is that security forces are controlling the Bengalis”, said a Maungdaw local at about 6:30 pm.
According to latest sources, in Maungdaw 10 people were killed, 161 went missing and over 2800 people are taking shelter in rescue camps.

Rakhine nationals set fire back to the Bengali houses as Bengalis started to burn the Rakhine houses in Nazi Ward, said a Sittwe local. “Bengalis started to insult and set fire. Consequently, two houses of Rakhine nationals were burnt down. We therefore set fire back to their houses”, said a local.
Nazi Village has more than 2700 Bengali houses and 280 Rakhine houses. Rakhine people already left their houses yesterday. Then, Bengalis set fire to those houses and Zeyamingala, Zedipyin, Sandalawka and Gyitchaung monasteries.
As Bengalis from Nazi Village started to burn the Rakhine houses near Danyawady Ward, the latter set fire back to the former’s, said Sittwe locals.

At about 5:10 pm today, hundreds of Bengalis tried to approach Arkyiektawgon Pagoda and monasteries by passing through the field. So, the Rakhine nationals had to take security responsibility to thwart their attempt.

There were shouts of local Rakhine people in Danyawady Ward where a fire broke out that “Don’t fear and prevent in unity”, said a reporter of EMG who had been to the scene.

Fires were breaking out in three places of Sittwe simultaneously and the fires in Thandawni Village and Danyawadi Ward were worsening. Moreover, explosions occurring in Sittwe were not due to the gun-firing by security forces but due to the burning of bamboos, said a reporter of EMG who had been to Sittwe.

With the increasing tension between Rakhine nationals and Bengalis in Byephyu Village and Thandawli Village in northern Sittwe, military and riot police members are going to the scene.
A clash broke out between those two villages and three Rakhine nationals were killed by the fire shooting of Bengalis. Out of the three murdered, the two bodies were taken into Thandawli Village by Bengalis. The increased tension has been caused by the fact that Rakhine people tried to get back the dead bodies, said a reporter of EMG, who had been to the scene.
Thandawli Village is inhabited by Bengalis. As the number of security force members was not enough when the tension started to increase, military and riot police members had to go to the scene.

Rakhine nationals confronted Bengalis near Byephyu Village to the north of Sittwe and the latter started shooting fire and 3 Rakhine nationals were killed, said a EMG  reporter who had been to the scene said. According to a native of Byephyu Village, those murdered were U Kyaw Thein, Ko Htay and a villager of Aungzeya Village, near which lies Thandawli Village where Bengalis living.

The culprits who raped, murdered and robbed Ma Thida Htwe of Kyauknimaw Village, Yanbye Twonship, Rakhie State, on 28 May went on trial at Kyaukphyu Township Court at 10 am today. More than 20 witnesses were present during the trial. After three witnesses had sworn, the trial went into recess at noon.
Out of three culprits, Rawshi (a) Htet Htet committed suicide by hanging himself in Kyaukphyu Prison on 9 June.

Forty three teachers serving their duties in Maungdaw are being sent back to their respective places. So far, there have been about 1000 Rakhine refugees at two rescue camps in Buthidaung.

Police forces and border guards in Maungdaw have been reinforced by five army battalions, and six navy ships have been sent to the border, according to the face book page of a presidential official.

Army troops are carrying out search operation for those who are hiding in the forests and mountains after fleeing their villages last night. Up to 1.10 am, a total of 386 houses, 19 shops, a guest house were destroyed during the violence, according to the facebook page of a presidential official.

According to local people, everything is quiet in Maungdaw, and the township development affairs committee has cut off water supply to the town as Bangalis poisoned the lake used to supply water to the town. The Eleven Media Group is still trying to confirm the report.  The stabbed bodies of two female teachers from Khayegonbaung Village arrived at Maungdaw hospital. The army is trying the protect Maungdaw outside the town.

Victims of sectarian arson attacks in Maungdaw have taken refuge in Rakhine villages including Ahle Villagem, Dat Village and Wimala Village. Those who were injured in the attacks on 8 June are still being sent to Maung Daw Hospital. These attacks would seriously threaten to Arakanese people not only in Buthidaung and Maungdaw townships, but also in some areas with minority of them. The government has responsibilities to calm down the worries of these people. In the future, the security of border area in Rakhine State should be taken by Rakhine people, and that of Shan State by Shan people. Paramilitary forces should be organized to safeguard the security of respective areas. The government should allow more security plans. We will also submit these plans to the parliament. If this incident is similar to massacre of 1942 which was intentionally plotted, the persons behind the curtain are responsible for the consequences. Security persons, international figures and religious leaders should not neglect the case. They should cooperate in solving this problem,” said Chairman Dr. Aye Maung of the Rakhine Ethnics Development Party said at 7 pm the Eleven Media Group in Sittway Township.

State-owned media 9:05 pm aired the announcement of Section 144 of the Criminal  Procedure Code (curfew) in  Maungdaw Township.

During the news programme of state-owned media broadcast at 8 pm, nothing was announced on Maungtaw incident. But it was informed that three criminals who committed rape, murder and robbery cases to a girl in Kyaukmawni Village of Rakhine State were taken to the court.

According to the Section 144 of the Criminal Procedure Code, it is not allowed to gather five or more than five persons along the streets of municipal area, public roads and streets, parks and mosques in Maungtaw Township, and no one is allowed to go outside between 18:00 pm and 06:00 am in the town, the officer’s Facebook stated at 8:46 pm.

The Facebook of the officer from the Presidential Office at 8: 35 said:

“According to the reports on arson attacks in Bohmu village in Maungdaw incident, the list of the dead and the injured are:
(1)    Dr. Khin Maung Latt (Aged 63- stabbed at the belly)
(2)    Daw Than Yi (Aged 57-hacked at the head)
(3)    U Kyaw Hla (Aged 78-hacked at the head)
(4)    U Thein Zaw (Aged 36-hacked at hands and legs)
(5)    U Hla Maung (Aged 65-10 cuts at the head and little finger and died)
The injured persons were sent to Maungdaw Hospital, and another three persons died there.

According to the report of Rakhine State Administration Office (Information), the security forces have successfully controlled the terrorist attacks in Maungdaw Townships. They announced that it is expected to prevent more serious situations. The Rakhine State Administration Office is based in Sittway Township and the situations are reported to them about in Maungdaw Township until 7 PM.

A Buddhist monk in Maungdaw Township said that the sounds of gunshot are heard in the town and that Bengalis set fire on 17 Rakhine villages. They worried about Rakhine people who are living along the border area of Myanmar and Bangladesh.

Rakhine people are now taking shelters in Buddhist monasteries from the attacks. There are about 10 Buddhist monasteries in Maungdaw and the local residents are protecting the monks.

At the moment, Bengalis are setting fire on Aung Bala Village in Maungdaw Township. There is no enough force to control the situation there. Despite the army has approached to the town, they have not entered yet.

A police officer said the Eleven Media that crimes of violence continue in wards of Maungdaw until now, that 200 police forces are trying to control the situations and that they have informed the incident to the army.

The 88 Generation Students Group made a press release on 8 June evening on the arson attacks in Maungdaw Township.
During the press release, Ko Ko Gyi, one of the group leaders, said that Rohingyas are not Myanmar nationalities, that there may be some foreign incitements, that this incident may threaten the sovereignty of the State, that this is not the problem between the Islamists and the Buddhists.

According to the reporting of Maungdaw resident, a male died and a doctor was seriously injured in township hospital due to the attack. Security forces are taking place in the towns and the burnt Bohmu Village.

“I entirely condemn this terrorist attack. The concerned persons must rebuild the houses of victims in these arson attacks. The government should take legal action against these terrorists. We cannot accept anarchy. Religious and ethnical affairs were misused in these crimes. I want to suggest that the incident shows that the government needs to promulgate a firm and solid immigration law.  Illegal migrants have negative impacts on the local citizens, and these infiltrations may fuel problems among the citizens. Moreover, a law should be enacted to protect all Arakanese people, not the Bengali there. There are multi-colored religions in Rakhine State. Therefore, I suggest the government to enact a law to protect the culture of Rakhine State” said Ko Mya Aye of the 88 Generation Students Group.

Security forces are protecting 14-burnt Rakhine villages, according to Facebook of an officer in the Presidential Office.

According the updated reports, 30 houses of Rakhine people in Bohmu Village of Maungdaw Township were burnt. Unidentified sources said 3 persons were killed in the incident.

“This is a terrorist attack. It cannot be neglected. Despite all the citizens have the rights of religious freedom, Rohingya people are not involved in 135 Myanmar national ethnics. According the 1982 Burma Citizenship Act, the nationalities who have settled in the country before 1824 are only regarded as the national ethnics. Migrants who infiltrated into the country after 1824 are not the local residents. Therefore, Rohingyas are not the national ethnics. As successive government officials favoured and issued them national registration cards by taking briberies, they are acting as the over-indulgent persons. Due to the control of Rakhine ethnics, they could not widely spread until now. The prevailing attacks mean insulting the hosts by the guests. This is a terrorist attack,” said a responsible person of Rakhine Ethnics Development Party.

Although the Eleven Media Group telephoned Pyithu Hluttaw representative U Zaw Kir Armat (a) U Aung Zaw Win to ask about these attacks, he cannot be contacted until now.

According to the reporting until 3:50 pm, Rohingya terrorists are setting fire to the Bohmu Village in Maungdaw Township. However, security forces have not fire on the terrorists.

When the Eleven Media telephoned the Rakhine State Police Office to ask about the latest arson attacks of Rohingyas, the responsible person replied that they had not get detail information.

Most of the phones in Maungdaw Township cannot be contacted at present.

Residents in Maungdaw Township of Rakhine State are now fleeing from the homes as Rohingya terrorists are setting fire to the houses.

Local people are requesting immediate security measures to control the attacks, according to the reports of residents.

Thousands of Rohingya have been carrying out arson attacks to the houses near town hall of Maungdaw starting from the today evening. About 200 policemen took security measures for the violence, and it is difficult to control the situation, a resident said.
